If so not you can not build on it because you can only build on hex that you can reach with shipping.
Table ID: 300356617
You will notice the bottom left and bottom right settlements (as the red player), I am near a grey hex in both, but I cannot build a dwelling on it = but I have grey unlocked as a Riverwalker.
Happy to give any more info but I can't take my turn...
