This doesn't make any sense. There is no meaningful difference between the words "alert" and "notify". They both do the same thing. So I have no idea what this sentence actually means.
In addition, the "Configure trade alerts" dialog box does not use the word "notify" anywhere, it only talks about "alerts". -

We'll try to make it clearer.
The problem with this sentence is not that it's awkward. The problem is that it doesn't make sense. Either I always get alerted, or I don't. I can't always and sometimes never get alerted.
I'd be happy to help craft better wording, but I don't even understand what you're trying to say.
By 'alert' we mean to give to the player control on when after a trade interaction it will be their turn again.
This is a way to speed up the trade part in turn by turn games.
The first part controls when control is given back to ther player after they initiate a trade on their turn.
The second part controls whether a player should be sent an offer during opponent's turns
so the sentence "Until I change it, get always notified and never alert me on opponent proposal" means that if you initiate a trade, you'll be active player as soon as an opponent replies, and on opponents turn you'll never receive any trade proposals.
