However, during Skirmish, if I have multiple mercenaries (say, Scouting Refugee) and only one tribe member (say Scrappers) my power will be the stacked total of all of them, somehow. -

Report history
Unlimited Scouting Refugees may modify a non-leader mercenary. The rules refer to this as "micromanaging".
For example with Hunt action.
Isn't it a bug then?
