In my supply I have 3 Wood, 0 Stone and 1 Ore. I already have the "Builder" tile in my cavern which allows me to replace 1W and/or 1S with 1O for a furnishing tile.
So, based on collecting the stone with the first choice, I would have 2W, 1S and 1O which (using the "Builder" tile) means I have the required resources to build the dwelling.
When I click "Confirm" I receive the error message. I have checked the order of the loot and it meets the criteria.
