When I tried to place the new leader, I selected the leader. Then the board responded by highlighting the legal spaces where I could place it. When I clicked on one of those places, though, I got there error: "That move is not authorized now."
I tried undoing and redoing my turn several times. I tried placing the second leader in various places. In experimenting, I found that I could not place *any* tiles on the board with my second action. I always got the "That move is not authorized now." error when I clicked on a space for them to be placed into.
In the end, instead of taking my leader back into my hand, I moved that leader to a different space. Then I was able to place the second leader as desired with my second action.
(Of course, on my opponent's next turn, he started a revolt, punting my red leader (the one I had tried to draw back into my hand). So if I lose by one point because that guy got a red tile from the revolt, I'll be pretty annoyed! ;P ) • Which browser are you using?

Report history
So far, I have only seen the problem once. I asked the other folks in the game if they had seen the problem, but they had not.
Your bug has probably been fixed already, or was linked to a temporary failure of BGA service.
In any case, when filling a bug report, make sure to have an explicit title linked to the incident (ex: with error message), so other players can recognize it and vote for it.
