As best as I can tell in both these phases players take these actions sequentially (ie player A chooses how many mechs to power up then player B and so on, then the same with the warp tiles and which to choose). In the game this is done simultaneously. Being able to do this simultaneously would cut down time in both turn based (especially) and real-time games and be more true to how the game plays in real life. Obviously the information would be kept hidden until all players had submitted their choices but it would make things flow quicker and smoother.

The warp phase is simultaneous, and it is indeed handled simultaneously on here. So the implementation of both phases here is correct to the rules.
