When the joker card came up, I was able to trace all the way around the green line and then keep going. When I completed one segment, it would let me select again and keep going. I able to build from both ends of the line. My turn only actually ended when I had no more valid moves.

Yes. Not sure the move number, but the game only lasted three turns before this happened.
