I converted clay -> stone with "Hard Porcelain" to renovate. This made me had no resources to build any major or minor improvement available. I then, when renovated to stone, got clay from "Recycled Brick" which made it possible for me to again convert clay -> stone to be able to buy pottery. Due to me not being able to buy any improvement after renovating (before conversion) I was not given the option to do so, even after converting (the button to play major improvement was not even visible)
I was able to solve this buy eating a sheep (+2f) before renovating so I was able to play "Mini Pasture" in my hand and thereby given the option to play an improvement after renovating so I could convert clay -> stone and play pottery.
But without having the sheep or "Mini Pasture" in hand it would have been impossible with the in game IU to play pottery even though it was legal according to game rules. -
