Trying to load any of my available passengers into my own engine.

• Please explain what you wanted to do, what you did and what happened

Chose "Load" action, then selected 1 of the 3 passengers I had available beside my train.

My Engine gets highlighted, but no matter what passenger I select, I always get this same error.
I don't know the game IRL, but I have checked the rules again and I can't find any restriction that should apply on loading passengers, only on delivering the correct color/type matching passenger?

Maybe I am missing something in the rules, but then still the error message is not clear.
