The Potion of Dreams explicitly only works for cards in your hand:
"To activate the Potion of Dreams, sacrifice it and discard all your energy in order to summon a power card from your hand for free"
But it is possible on BGA to summon a card from Otus the Oracle using the Potion of Dreams, contradicting the rule.
Nothing in Otus the Oracle's description indicates that the Potion of Dreams could apply (effects that activate upon summoning, such as Arcano Leech or Staff of Spring for example, do apply, but not that those apply "when you summon a power card", not precising "from your hand"!). -

So I'm inclined to say that summoning from Otus with Potion of Dreams is simply allowed and the "from your hand" text is wrong.

Of course, the rules for Potion of Dreams couldn't have mentioned Otus since Otus is from the second expansion. And the rules for Otus don't mention Potion of Dreams. So it's fair to say that the rules are unclear on this.
Your bug has probably been fixed already, or was linked to a temporary failure of BGA service.
In any case, when filling a bug report, make sure to have an explicit title linked to the incident (ex: with error message), so other players can recognize it and vote for it.
