When having multiple actions and choosing placing then movement, when you run out of characters to place on the board (such as place 1 of 2 characters) but still have 2 movement remaining, the only option to get out of having 1 placement remaining is to pass. Thereby, you skip the two movements and the one placement, not just the one placement.

If you look at the final move, move 17, it shows what I am talking about. I had 2 place 2 .lve, I only had one character left to place. After I placed that character, I passed thinking I'd get the 2 moves, but instead I passed the rest of the turn.
