The above Primary Elements do not need completely separate areas, but merely to be displayed sequentially to avoid overlap in the centre of each Region. They could be rendered as though they were letters in a word.
The remaining "Secondary Elements" cannot all have separate areas, but as long as they are drawn in the order shown, then their natural size difference should be sufficient to avoid visual confusion:
Outposts
Bridges
Elevators
Drones
And the above 4 Secondary Elements should all be drawn in the layer below the Primary Elements as they are more easily recognized even when partially obscured.
The above approach, complemented by some combination of buttons to temporarily hide some elements would make the interface so much easier to use.
