The yellow horse is on the top field (so it can't be moved up) behind the finish line (so it can't be moved left or right). The field 2 below is occupied by the green horse, which neither can't be moved, because both neighbour fields are occupied.
I did not find this case (that a card can't be played) is described in the rules. But the only possible way to end the game is to force the player to skip his move. Surely this only should be possible, if none of his cards can't be played.
