Intended rule (I believe): you must rotate the Spin card to match the bottom left (respecting the 3x3 grid which is drawn on the Spin card for this reason), which means that the watchdog ends up positioned on the bottom row.
BGA implemented rule: you can do any combination of rotations and translations to get the 2x2 square to match the bottom left. This means you can choose between positioning the watchdog on either of the bottom two rows, or either of the bottom two columns. -

Thanks for the report!
The rules for playing Tricks are that you can rotate and shift freely, as long as you a) never "mirror" the shape and b) stay entirely within the grid.
I've just triple checked with David Short and can confirm that the 3x3 grid being displayed behind the trick shape (as it is on the Spin card, as well as a few others) is never intended to signify any change to the above rules - it was just a decision by the graphic designers.
So Spin is, indeed, allowed to be shifted and rotated freely!
An understandable confusion, though. Hope the clarification helps!
