SylafrsWelcome to the tutorial for Hegemony, Lead your class to Victory!
The nation is in disarray. The economy is failing and political tensions are rising. The [red]working class[/red] faces a dismantled welfare system, the [blue]capitalists[/blue] are losing their profits, the middle class is gradually fading, and the state is sinking into a deep deficit. In these troubling times, the only person who can provide guidance is... *you*!
Hegemony is an asymetrical gameplay board game for 2 to 4 players and games that takes between 2 to 3 hours on BGA.1archivecontrol_editmode_centercomment000
SylafrsIn Hegemony, you will play The [red]*Working Class (WC)*[/red], *The Middle Class (MC)*, [blue]*The Capitalist Class (CC)*[/blue] or you will play *the State*.
Each player having a different sets of abilities, each player having their own agenda to fight for.
In this tutorial, we will play a two players game, as the [red]Working Class[/red] and we will fight some [blue]Capitalists[/blue]!2archivecontrol_editmode_centercomment000
Sylafrs*The Middle Class* appears on 3 and 4 players games.
*The State* is being controlled only on 4 players games, but is always present in all games.
But before going on details about the classes, let's explain how the game is being played overall.3archivecontrol_editmode_centercomment000
SylafrsHegemony is played on 5 *Rounds*.
Each round is divided on multiple *Phases*:
- The Preparation phase
- The Action phase
- The Production phase
- The Election phase
- The Scoring phase 4Round-1000
SylafrsIn *Preparation phase* we will draw cards, move the Round indicator, and do everything a class and the state must do when the Round change.
This phase is replaced by the Game Setup for Round 1.5archivecontrol_editmode_centercomment000
SylafrsIn the *Action phase* is where most of the fun lies.
We will play cards to interact with the board and the players.
At the start of this phase everybody have 7 cards.
6hand-header000hand-content 1
SylafrsEach player will play a *turn* one after the other, always starting with the [red]Working Class[/red], then the Middle Class, then the [blue]Capitalist Class[/blue], then the State.7player_boards000
SylafrsDuring its turn, a player must play a card either for its effect or to do a base action.
A player can also do one 'free action' that they can activate before or after the 'card action'.
Once everybody did their turn, we start again, and again, and again, and again, and *[red]STOP![/red]*
We only play *5 turns out of the 7* cards. The remaining two cards are kept for next round.8hand000
SylafrsSince each player have their own abilities, they also have their own pack of cards.9hand-header000
SylafrsNext is the *Production Phase* : Workers work in their workplace, in exchange for money, and this produces goods and services for the workplace owner.
Then the population wants to eat, and the state wants to exto-- I mean, share their burden with us with some taxes.14C02_ShoppingMall000C02_ShoppingMall 1
SylafrsLike the Preparation and the Scoring Phase, mostly everything is handled by BGA but a few choices can be asked.
(For example: the population wants to eat, but to who shall you buy your food?)15archivecontrol_editmode_centercomment000
SylafrsAfter the production comes the time for elections !
It's the *Election Phase*.
Each contested law will get an election, in order from the fiscal policy to the immigration.
..but we will see how the elections work later.
There will be cubes. lots of them.16politics-table000
SylafrsAfter this will come a nice little phase where nothing bad happen: the *Scoring Phase*.
This is the moment some players will earn some points between rounds.
In the Round 5, we will also add the end of game points and the game will be over, a class will rise to victory, may it be yours.17icon_point_100800470000
SylafrsBut as I said - We are playing the [red]*Working class*[/red] and we are here to fight some [blue]*Capitalists*[/blue]18working-class-title000
SylafrsThe [red]*Working Class*[/red] is the class of the common people, the ones that work hard for everyone, only for a couple of Varden bucks. This is unacceptable.
All we want is access to [red]Health[/red], Education and.. perhaps, maybe some [blue]Luxury items[/blue].
Using them will increase our prosperity, which will give us *Victory points (VP)*.19heg-prosperity-WorkingClass-0000
SylafrsBut those are not (always) free, so we will need money : the *Vardens*..20heg-state-Health-supply000
SylafrsAnd to gain money we will need *Workers* to earn their *salaries* in the public sector where the state provide their services...
21C47_PublicHospital000
Sylafrs...or in the private sector, where lies the infamous [blue]*Capitalist Class*[/blue] companies.
(On 3 and 4 players games the *Middle Class* will also have some small companies.)22C02_ShoppingMall000
SylafrsA company can either be *operational* (with workers assigned to every spot) or *inactive* (without any worker at all).
Only the *operational* companies are producing their goods or services and are paying salaries during the production phases.
And as you can see for the Regional TV Station, some workers need to be specialized.
..so let's try specializing an inactive worker!23C51_PublicUniversity000C55_RegionalTVStation_worker_0 1
Sylafrs[green]Let's play *Unemployment Benefits* for its effect.[/green]
(Do not select "Base Action")24hand010AC051_UnemploymentBenefits 16
SylafrsThis card allow us to gain 5 Vardis per inactive workers, that we can see here. (a grand total of 10 Vardis, yeepee!).
Then it allows us to buy goods and services from the state, which was exactly what we needed.
So, let's now buy some Education services, [green]let's click on the orange student hat icon[/green]1archivecontrol_editmode_centercomment6ac6cf367be2b10choice_btn_3 16 unemployed-workers-content 1
SylafrsWhen buying, we can only buy one type of good or service, but we can buy them from different sources if we want to.
We can see *the State* have 5 education on the "Public services" panel, and *[blue]the Capitalists[/blue]* have 2 in their warehouses (in the player planels).
[red]But the card only let us buy from the State, so let's choose State.[/red]
[green]Click on *State*, then choose *3 Education for 30 Vardis*.[/green]
[blue][tip] Notice that you can NOT have more than 3, even though the state have 5 Education and you have enough to buy up to 4.
This is because the amount of good and service you can buy can NOT exceed your Population [/blue]2archivecontrol_editmode_centercomment6ac6d028ad2f310heg-working-class-population-value 2 heg-state-Education-supply 1 heg-WorkingClass-population-player-panel-counter 2 heg-WorkingClass-money-player-panel-counter 3 heg-capitalist-Education-player-panel 1
SylafrsSince we have NOT played a *free action* before the *card action*, BGA is now asking which "free action" we would like to play.
[green]Since we bought Education up to our Population, let's use it ![/green]
[blue][tip] Remember that the *free action* can be played before the *card action*[/blue] 1archivecontrol_editmode_centercomment6ac6d02c2952410choice_btn_1 16
SylafrsWhen we use Education, [red]Health[/red] or [blue]Luxury Items[/blue], we gain 1 *Prosperity*.
Each time we increase Prosperity, we gain as much victory points (VP).
So since we now have 1 Prosperity, we gained 1 VP.
[blue][tip] Next time we gain 1 Prosperity in this round, we will have 2 Prosperity so we will gain 2 VP![/blue]1heg-prosperity-WorkingClass-16ac6d02f3ac3600
SylafrsIf we want to assign workers to that regional tv station, then we need a *Media* specialized worker.
So let's make one: [green]Select the left worker on the inactive workers box, then choose the *purple "Media"* specialization[/green].2archivecontrol_editmode_centercomment6ac6d02f3cee710worker_30 17
SylafrsWe can only make *one free action*, no more.
So with our card action and our free action, our turn is now over.
Now it's time for the [blue]*Capitalists*[/blue] to play !1archivecontrol_editmode_centercomment6ac6d04a4126b10confirm_btn 16
SylafrsIf we want to know what the [blue]*Capitalists*[/blue] are doing, we need to click on the *View Player Boards* button here.
[blue]Unfortunately, the tutorial system interacts badly with this panel, so I'll pause from time to time, but you will have to open the panel to actually see.[/blue]1archivecontrol_editmode_centercomment6ac6d04d5405700heg-opponent-boards-button 1
SylafrsThe [blue]*Capitalist Class*[/blue] is the class that wants Capital. Capital is what remains of their revenue at the end of the round. The revenue is the difference between what they gained and what they owed during a Round.
To gain Revenue, they have Goods and Services they can buy or produce, then store and sell : [green]Food[/green], [blue]Luxury Items[/blue], [red]Health[/red] and Education.2archivecontrol_editmode_centercomment6ac6d04d5405700
SylafrsThey can also buy and sell companies from their market, for the price written on the top-right part of the card.
And- [red]Oh no ! We might have made a mistake ![/red]3archivecontrol_editmode_centercomment6ac6d04d5405700
Sylafrs[red]As I feared![/red]
They discarded a card to make one of their base action: *Buying a Company*.
And they chose the Fashion Company, which requires two unskilled workers!
When a company is created its owner can then assign inactive workers to it.
[red]We should have used the Education at the next turn, before the Card Action![/red]1C14_FashionCompany6ac6d3a52d98300C14_FashionCompany 2
SylafrsThere are two things to notice:
- *First*: a specialized worker can be placed on an unskilled worker spot.
- *Second*: a little icon has been placed on the workers
The icon means that those workers are *committed* - they can not be moved from the company for the remaining of the round!
The counterpart is that their job are secured: the company cannot be sold, their salary can not be decreased.1C14_FashionCompany6ac6d3b2b888c00
SylafrsCommitment happen when workers start working in a company or when they are given a bonus: a cheap free action the Capitalists can take (they give their workers 5 Vardens).
Some cards also commit employees too.
Commited workers can still be *Swapped* with other workers, during a free action.2C14_FashionCompany6ac6d3b2b888c00
Sylafrs*At last!* Our turn again, we have 6 cards, so 4 remaining turns before this Action Phase is over.
Remember:
- A Game is 5 Rounds
- A Round is 5 Phases
- An Action Phase is 5 Turns
- A Turn is a Card action and a Free action.
And once again:
- A Card Action is either playing a card for its effect or for a Base Action
- The Free Action is either skipped, played before or played after the Card Action1archivecontrol_editmode_centercomment6ac6d3c60c59f00
SylafrsWith only 10 Vardens, it would be good to buy some [red]Health[/red] for the very expansive price of.. nothing.
Too bad *the law* says otherwise.. ..so let's change it!
[green]Let us discard *Affordable Housing* to make a *Base action*[/green]2hand-content6ac6d3c60f3ec10AC071_AffordableHousing 16
Sylafrs[green]And now, click *Propose Bill*.[/green]1archivecontrol_editmode_centercomment6ac6de5e66e0b10choice_btn_0 16
SylafrsNow might be a good moment to talk about the *Policies*.
Those are game changing rules - litteraly.
There are 7 of them, with 5 "main" policies that goes from [red]socialism (left, "A")[/red] to [blue]neo-liberalism (right, "C")[/blue], the middle column "B" being a compromise between the two.
[red]*The Working Class* tends to like Socialist laws.[/red]
*The Middle Class* loves compromises.
[blue]*The Capitalist Class* wants neo-liberalist laws.[/blue]
*The State*.. has its agenda...1politics-table6ac6deab91cef00
Sylafrs*1- The fiscal policy*
It tells how many companies the state owns.
It also tells how much loans can take the state before the IMF declares the state bankrupt. (which capitalists love doing).
When this law changes, the state has to buy or sell companies using the state funds.2policy_1A6ac6deab91cef00policy_1A 1 policy_1B 1 policy_1C 1
Sylafrs*2- Labor Market*
That the minimal salary level the companies must give.
When the minimal salary level is decreased, the companies can change their salary levels (if they do not have commited workers)3policy_2A6ac6deab91cef00policy_2A 1 policy_2B 1 policy_2C 1
Sylafrs*3- Taxation*
How much shall we make the classes pay?
[blue]The Tax Multiplier[/blue] that we can see on the top of the board shows the taxes *operational companies* must pay to the state.
This policy also affect the basic taxes all classes takes. (a tax table per class is being used for it).
And finally it multiplies the tax multipliers increments from policies 4 and 5 below.
4policy_3A6ac6deab91cef00TaxMultiplier-5 1 policy_3A 1 policy_3B 1 policy_3C 1
SylafrsThen come *4 and 5: The Welfare State policies.*
It declares how much the services the state offers actually cost.
- [red]*Socialism* (A)[/red]: they cost nothing to the buyer, but we add 2 times the welfare tax multiplier to the tax multiplier
- *Balanced* (B): they cost 5 Vardens, and we add the welfare tax multiplier to the tax multiplier
- [blue]*Neo-liberalism* (C)[/blue]: they cost 10 Vardens, and tax multiplier is unaffected.
When those change, The [blue]*Capitalist*[/blue] and *Middle* classes can change the prices of their Goods and Services.
[blue][tip] For example, if 3A, 4A and 5A are applied, then the tax multiplier would be : 3 + 2x2 + 2x2 = 11 : the maximum value.
[tip] But if we have 3C, 4A and 5A : then tax modifier would be only 1 + 2x0 + 2x0 = 1 : the minimum value. (those policies will likely end up in a State bankrupcy)[/blue]
5policy_4A6ac6deab91cef00policy_4A 1 policy_4B 1 policy_4C 1 policy_5A 2 policy_5B 2 policy_5C 2
Sylafrs6 and 5 are double edged laws for everyone.6heg-politics-right6ac6deab91cef00policy_6B 1 policy_7B 1
Sylafrs*6 - Foreign trade:*
Fixes the taxes from buying and selling from the foreign market.
- *High tariffs* (A): Getting things from outside becomes expansive so it encourage the [red]Working class[/red] to buy things from the State or the [blue]Capitalist class[/blue]. It also give the State some funds.
- *No tariffs* (C): Getting things from outside becomes cheap so [blue]Capitalist class[/blue] and [red]Working class[/red] can buy what they need from there, the problem is there will be less money for the State.
When this policy changes, the [blue]Capitalist[/blue] and Middle classes can change their Good and Services prices.7heg-politics-right6ac6deab91cef00policy_6A 1 policy_6B 1 policy_6C 1
Sylafrs*7 - Immigration*
Usually the *Middle class* and the [red]*Working class*[/red] get two workers during Preparation Phase.
This policy adds more workers to this.
[blue][tip] For example, if 7C is in effect, the Working class gains 4 workers at the start of the next Round![/blue]8heg-politics-right6ac6deab91cef00policy_7A 1 policy_7B 1 policy_7C 1
SylafrsAnd those are all the policies !
Keep in mind that some cards can only be played when some policies are in effect, like *Unemployment Benefits* from the first turn (you can see it on the historic)
[img]https://snipboard.io/wUQMcE.jpg[/img]9politics-table-content6ac6deab91cef00
SylafrsSo.. back to business: we wanted free [red]health[/red] for the people!
When proposing a Bill, you can not propose a Bill on a policy where a Bill is already proposed. ([blue][tip] It can prevent an opponent from proposing a Bill to the opposite side[/blue])
And, unless a card explicitly tells you so, you may only change a policy to one degree. [blue](A -> C would require a special card like *Radical Reforms*)[/blue]
Anyways, that's not our case, so [green]let's click on the *4A* law.[/green]10politics-table6ac6deab91cef10policy_4A 16
SylafrsWhen proposing a bill, if we have *influence*, we can pressure the government to do the election immediately.
After an election is finished, the proposed bill is discarded and another bill can then be proposed afterwards.
But if the bill is accepted, the policy changes are immediate.
[blue][tip] You must also remember that the *Production Phase* (salary, taxes, buying food) happens before the *Election Phase*.[/blue]
We wanted free [red]health[/red] for people, and we want it right now, so [green]let's use our influence and click on *Call for immediate vote*[/green].1page-title6ac6df154135310yes_btn 16
SylafrsIt's *ELECTION TIME*!!
Each player must choose whether they are *in favor* or *against* the change.
[green]!!! For the next tutorial step, please scroll down to the policies square[/green]1heg-election-container6ac6df9be536900
SylafrsDuring the whole game, a voting bag representing the favor of the people for the classes actions is represented here.
When a vote starts, 5 cubes are randomly picked from the bag.
[blue]We can decide to hide the bag contents on the game options before it starts[/blue]2heg-voting-bag-WorkingClass6ac6df9be536900
SylafrsOn a 2 players game, the Middle class cubes are considered neutral and do not count.3heg-voting-bag-MiddleClass6ac6df9be536900
SylafrsIf there are more cubes *Against* than there are *In Favor*, then the law doesn't change and nothing special happens.
But in the contrary (even in the case of an egality):
- the law is changed
- effects are applied
- the player that proposed the bill gains 3 VP
- all the other classes that were *In Favor* gain 1 VP.
The cubes of the side that loses the election go back into the bag.4heg-election6ac6df9be536900
SylafrsOf course [blue]*Capitalists*[/blue] are against this motion..1archivecontrol_editmode_centercomment6ac6e058f3f2100
SylafrsEgality! The law should change.. unless..2archivecontrol_editmode_centercomment6ac6e0590484a00
SylafrsYeah.. *Influence* can also change the results of a vote.
Once the first result is made public, every player will have a chance to add as much influence they wants (and has in stock) to add more cubes to their side. Those influence cubes are revealed at the same time.
[blue]Capitalists[/blue] had their first influence from the Game Setup, and used it here, the law won't change.1InfluenceCube_136ac6e10c84a4800
SylafrsNo free action possible, [green]let's *pass*[/green].2archivecontrol_editmode_centercomment6ac6e10c9125610
SylafrsThe [blue]*Capitalist Class*[/blue] played "Extra Shift": they want goods to sell to the foreign market, and are afraid we may move from their companies.
Good for us : we needed the money!
They also gave the supermarket workers a bonus, so they are now commited. I guess they were afraid we swapped the violet and the unskilled worker from it to affect them on the TV station!1C01_Supermarket6ac6e2cd5850500
SylafrsWe can now buy health, so let's do it!
[green]Let's discard *Student Movement*[/green].. we should have used that card beforehand.. but, oh well!2unemployed-workers-header-content6ac6e2cd5c98010AC053_StudentMovement 16
Sylafrs[green]*Buy Goods and services*[/green]1archivecontrol_editmode_centercomment6ac6e3dda7c0c10
Sylafrs[green]Select *Health*, with the red heart icon[/green]1archivecontrol_editmode_centercomment6ac6e4066d5d710
Sylafrs[green]Let's select *the State*, then choose *3 Health for 15* Vardens[/green].1archivecontrol_editmode_centercomment6ac6e4091cf3010
Sylafrs[green]Now, let's *use* them[/green]1archivecontrol_editmode_centercomment6ac6e443f1ce110
SylafrsSo, several things happened.
We gained 1 *Prosperity*, so we now have 2.
So we gained 2 Victory Points (VP).
But then we gained the other effects of using [red]health[/red]: +2 VP and a new unskilled worker.
Let us see what all the *Goods and Services* do, and where we can buy it from.1player_score_1008004706ac6e448d17c100
Sylafrs*[red]Health[/red]* : +1 Prosperity, +2 VP, +1 Worker
It can be bought from the State, the Middle and Capitalist classes.2heg-working-class-Health6ac6e448d17c100
Sylafrs*Education*: +1 Prosperity, specialises a worker
It can be bought, like [red]Health[/red], from the State, the Middle and [blue]Capitalist[/blue] classes.3heg-working-class-Education6ac6e448d17c100
Sylafrs*[blue]Luxury item[/blue]*: +1 Prosperity
It can be bought from the [blue]Capitalist class[/blue] and from the foreign market (see import)4heg-working-class-Luxury6ac6e448d17c100
Sylafrs*Influence*: can be used to start an instant vote and can be used to add cubes during a vote.
It can be generated by different abilities or effects and can be bought from the State.5heg-working-class-Influence6ac6e448d17c100
Sylafrs[green]*Food*[/green]: [red]Working class[/red] and Middle class must feed their population during Production phase. That's mandatory.
It can be bought from the Middle and [blue]Capitalist[/blue] classes, but also from the foreign market (see Import)6heg-working-class-Food6ac6e448d17c100
SylafrsGoods and Services must be used up to the population. (except for Influence)
We can see the table of population per workers by hovering the Population square.
[blue][tip] (So for the Working Class, the Population equals the count of workers divided by 3, floored, to a maximum of 10... but yeah, the table.. it's great too)[/blue]7working-class-content6ac6e448d17c100heg-working-class-population 2
SylafrsAnyways, it's the turn of the [blue]capitalists[/blue].1archivecontrol_editmode_centercomment6ac6e5e150bdc00
SylafrsLet us speak of the foreign market.
*Imports* : When buying [green]food[/green] or [blue]luxury items[/blue], a player may chose the foreign market as the provider. Those price only change with the tariffs from Policy 6.
*Business deals* : Those are offers the [blue]Capitalist Class[/blue] can make to buy a large quantity of [blue]luxury items[/blue] or [green]food[/green] for less money than Imports. Tariffs from Policy 6 are still being used here. Those deals are randomly drawn during Preparation phase (and Game setup), so when the policy changes: only the tariffs are immediately affected.
*Free Trade Zone* : This is a special warehouse the Capitalist class possess to escape the tariffs.
The Goods and Services stored there can only be Exported. You can see this zone on the [blue]Capitalists[/blue] board
1foreign-trade6ac6e704bb3bd00heg-business-deals-container 1 heg-import 1 policy_6A 1 policy_6B 1 policy_6C 1 heg-opponent-boards-button 1
Sylafrs*Exports* : Those can be made by the Middle class, the [blue]Capitalist class[/blue] and the State.
Exporting is selling the Goods and Services we have stored in warehouses (or the Free Trade Zone) to the foreign market.
Each arrow is an available transaction.
During a single Export action, we can do any transaction, but only once for each.
[blue][tip] For example, we can NOT sell 4 food for 30 Vardis. But we could sell 8 food for 65 vardis then 3 education for 15 Vardis in the same Action.[/blue]
Those become available for any future Export action, even during the same Round.
Note that those Export prices change at the Preparation Phase of each Round (and at the Game Setup)2ExportCard_156ac6e704bb3bd00ExportCard_15 1
SylafrsHere, the [blue]Capitalists[/blue] chose to make a business deal, gaining 8 [blue]luxury items[/blue], and they chose to store them in the Free Trade Zone.
The Free Trade Zone isn't shown on the Player Panels. (where we only see the Warehouses).
To see those Good and Services we have to see the [blue]Capitalist class[/blue] board.1archivecontrol_editmode_centercomment6ac6e71b7970b00heg-opponent-boards-button 1 player_board_90149102 1
SylafrsBack to us.
Well.. let's now fast forward a little to the next phase..1archivecontrol_editmode_centercomment6ac6e73b40db000
Sylafrs*Production Phase !*
We can see the *[red]Working class[/red]* continued rushing for points with Health, and proposed a bill for Education from C to A (using Radical Reforms) while the *[blue]Capitalist Class[/blue]* were busy making money and buying companies.1archivecontrol_editmode_centercomment6ac6e9fa6309a00
SylafrsFirst thing in the Production phase : the Production of companies in exchange for the salaries.
Here, the State give 20 Vardens to the Working class at the Hospitals, which will then produce 4 health in the State.
Each company is treated the same way. Salaries are forced payments. If a company owner can not pay them, they get take a loan.
Let's fast forward this.2archivecontrol_editmode_centercomment6ac6e9fa6b0b500
SylafrsNow is the delightful time when the [red]Working class[/red] is richer than the [blue]Capitalist class[/blue]..
..This won't last, since workers need to be fed.3archivecontrol_editmode_centercomment6ac6e9fa7a14e00
SylafrsWe can choose from which sources to buy our [green]food[/green].
[blue][tip] We could for example take 2 from the foreign market and 2 from the capitalists.[/blue]
But.. I'd rather not pay [blue]capitalists[/blue]. We *fight* them, after all!
[green]Pick *Foreign market*, then *4 Food for 40* Vardens[/green]4archivecontrol_editmode_centercomment6ac6e9fa7cc1810
SylafrsNow we pay *taxes*.
Taxes depends on the class, you can see the Taxation on the little book button near your class board.
For [red]Working class[/red], it depends on the Taxation policy (3) and the Labor Market policy (2).. so it should be 4 Varden per population, so 16 in total.
[img]https://snipboard.io/JFx28a.jpg[/img]1archivecontrol_editmode_centercomment6ac6eab1e604800policy_3A 1 policy_7B 1 working-class-right-icon 16
SylafrsWe are now entering the *Election phase*.
This phase is *entirely* skipped when no bills are proposed.
When (and if) we start this phase, each player add cubes.
- The [red]Working Class[/red] adds cubes equal to half its Population (rounded up).
- The [blue]Capitalist Class[/blue] adds cubes equal to half the number (rounded up) of its operational Companies.
On a two-player game, we also add 5 Middle Class cubes (which are neutral)2page-title6ac6eab201daa00
SylafrsThat was quite unlucky.1archivecontrol_editmode_centercomment6ac6eb550f73100
Sylafrs*Scoring phase*:
It also changes for each class, and is also described on the player aid panel we can open with the book button.
- [red]Working class[/red] gains 2 victory points per syndicates. (we will quickly speak of them later)
- But that's the moment the [blue]Capitalists[/blue] shine.. ..when they have the Capital.. ..which is not really the case here, fortunately for us!

SylafrsWe now enter the preparation phase of the second Round, in which we draw cards, lose prosperity, change the companies in the market, the exports card and business deals are changed and so on..
The general help in the player aid panel details this.3archivecontrol_editmode_centercomment6ac6eb551d48700
SylafrsEntering a new *Action Phase* : you know how it works.
The Game continues for a total of 5 Rounds.
Before finishing this tutorial, I feel the need to explain some special [red]Working class[/red] actions, and their syndicates.
I must also talk about the Machinery in the Companies.
And then I will quickly show the Middle Class and a Played State.1archivecontrol_editmode_centercomment6ac6ec2254b2c00
SylafrsLet's fast forward2archivecontrol_editmode_centercomment6ac6ec225522b00
SylafrsDue to the actions of both the Working class that bought health and the Capitalist class that managed to find foreign people to work in their companies and sold an unused company, we are in a state where unemployment becomes a problem.
A lot of inactive workers are present (and need feeding) while there are not a lot of job openings..
What to do ?!1archivecontrol_editmode_centercomment6ac6f690d77c600
Sylafrs [green]It's time to go on *Demonstrations* ![/green]1archivecontrol_editmode_centercomment6ac6f6adbc97910
SylafrsDemonstrations are a very scary pressuring tool to force the other players to make some new job offers.
It can be done if you have more than 2+ the count of job offerings in your unemployed workers.
If they do not build companies to assign workers and break the initial condition in doing so, the demonstrations remains.
And if it remains during the Production Phase, they will LOSE victory points1archivecontrol_editmode_centercomment6ac6f6b146bd600
SylafrsAt that time, you count your unemployed workers and your syndicates, and you assign the points the other players lose.
They cannot lose more than the count of empty companies slots they have. 2archivecontrol_editmode_centercomment6ac6f6b146bd600
SylafrsThe Capitalists did get scared and immediately bought a company. Since there are a lot of job opennings due to the creation and assignment of workers there, the demonstration will end.1archivecontrol_editmode_centercomment6ac6f78ec133000
SylafrsHere we can see the other base action, which are also explained in the player aid panel.
Among those are the Strikes.1archivecontrol_editmode_centercomment6ac6f8240791400working-class-right-icon 16
SylafrsA strike can be done on a company to abort its production for the Phase of Production. It can be done when its salary is not on the highest tier.
Nothing will be created, no salary will be given in exchange.
If the owner of the building increase the salary to the highest tier, the strike is removed.2archivecontrol_editmode_centercomment6ac6f8240791400
SylafrsFrom the main actions, you can also assign workers.
When you do that, you may assign them to syndicates if 4 others workers are assigned to the same sector. The syndicates slots are specialized and commitment works here too.
Having a worker in a syndicate allows you to earn points at the end of each rounds, it gives you influence and as we saw, it helps during demonstrations.3heg-trade-union-Agriculture6ac6f8240791400
SylafrsDuring this production phase, the capitalists had to make a loan. It happens when you are forced to make a payment and you do not have the funds.
You earn 50 Vardis but will pay 5 Vardis as interest on the start of the rounds, and if they are not paid at the end of the game, they represent -5 VP.
Paying a loan is a "free action".
We can see those loans on the Capitalist board.1archivecontrol_editmode_centercomment6ac6f88141c9d00heg-opponent-boards-button 1
SylafrsIf the State needs to pay but can't, it also takes loans.
During the production phase, the IMF checks the amount of loans the State has. If it exceeds the amount setted in the Labor Market policy (2), then it goes bankrupt.
When this happens, the policies are reset to a fixed state

Sylafrs[green]*The Coop Farm!*[/green] It's the only company the Working class can own. It helps them make food and reduce the strain of a high population. It also help with the agricultural syndicate.1archivecontrol_editmode_centercomment6ac6fa91a31a100
SylafrsThis Coop basically feeds 6 workers by itself1C59_CooperativeFarm6ac6fa994570e00
SylafrsOn the subject of *machinery*.
There are three types of companies the [blue]Capitalist class[/blue] can have :
- The normal "human-only" companies (such as the Vegetable Farm)
- The automated companies, which have no wages and are always operational once bought (see the Capitalist market)
- The upgradable companies which are operated by humans but have a gear icon with a production bonus1archivecontrol_editmode_centercomment6ac6fb0e1cb9f00
SylafrsThe *upgradable companies* can be upgraded with a Machinery token (a gear) to increase its production. Those tokens can only be bought with a special card.
If no Workers work in the company anymore, the robots can not replace them: those are just a part of the process.
Upgraded companies make a great target for strikes or desertion.2archivecontrol_editmode_centercomment6ac6fb0e1cb9f00
SylafrsNow the companies with the Machinery tokens are adding the gear bonus to the total production. So Capital Class is creating 14 luxury items during Production Phase, if the Workers stay there !1C02_ShoppingMall6ac6fb19d08a400C02_ShoppingMall 1 C14_FashionCompany 1
SylafrsHence the bonus!1worker_066ac6fb1d4f1dd00worker_06 1 worker_27 1
SylafrsThis is almost the end : let's quickly talk about the *Middle Class* (3/4 players) and The *State* as a player (4 players).1archivecontrol_editmode_centercomment6ac6fb1faca3400
SylafrsThe *Middle Class* is a mix of the [red]Working Class[/red] and the [blue]Capitalist Class[/blue]. They want the laws to be Balanced.
Like the [red]Working class[/red] they have workers, a prosperity, can buy goods and services.
And like the [blue]Capitalist class[/blue] they have some companies on their own.
[img]https://snipboard.io/9ediRJ.jpg[/img]2archivecontrol_editmode_centercomment6ac6fb1faca3400
SylafrsThe *Middle Class* don't have business deals, syndicates, strikes or demonstrations at their disposal but they can sell to the foreign market.
Instead they can buy the Good and Services they produce for free, and they can force their workers to do an Extra Shift on one of their company as a Base Action.
During Election Phase, they add cubes equal to the higher value between :
- Half the population (like the [red]Working Class[/red])
- Half the number of operationnal companies (like the [blue]Capitalist Class[/blue])3archivecontrol_editmode_centercomment6ac6fb1faca3400
SylafrsFinally their companies can be inactive, operated, or fully operated.
A *fully operated company* is a company with *2 workers*.
Some companies can be operated with only 1 Middle Class worker, and can be "upgraded" when a [red]Working Class[/red] worker is also affected.
[img]https://snipboard.io/QbUAxC.jpg[/img]
This is the only case in which Middle class workers and Working class workers are working in the same company.
Otherwise, the companies *must* be empty or filled with the same type of worker.
At Preparation Phase, they lose 2 Prosperity instead of 1.
But at Scoring Phase, if their Prosperity value is lower than the count of their *fully operated companies*, they earn +1 Prosperity.4archivecontrol_editmode_centercomment6ac6fb1faca3400
SylafrsThe State is only controlled by a player on 4 players games.
When a player is controlling them, his objective is to balance the game, trying to make everybody happy. The events drawn at each Round and its cards help him do that.
[img]https://snipboard.io/WeFEp3.jpg[/img]5archivecontrol_editmode_centercomment6ac6fb1faca3400
SylafrsThe State don't have voting cubes but can still propose bills or use their influence during a vote.
They can win the +1VP during a vote only if they used influence.
The State can try to gain even more points by aligning the policies to its agenda he draws each Round. (1 VP per aligned policy)
[img]https://snipboard.io/zU5X7d.jpg[/img]
The Legitimacy describe how the other classes benefited from the State actions.
At Election Phase, it earns the Influence written for the lowest Legitimacy marker (on this image, it would be 1 Influence)
At Scoring phase, the State earn points from the 2 lowest Legitimacy markers (on this image, it would be 8 VP).6archivecontrol_editmode_centercomment6ac6fb1faca3400
Sylafrs*State Legitimacy iconography*
[img]https://snipboard.io/IBvE7C.jpg[/img]
Those icons represent an immediate change on the Legitimacy of a class. Those could be positive but they could be negative as well.
[img]https://snipboard.io/l7AhUB.jpg[/img]
Those represents Legitimacy tokens. Instead of representing an immediate Legitimacy change, they will give the State a permanent Legitimacy bonus.
At *Scoring Phase*, after applying the maluses from remaining Events, and earning the Legitimacy Victory Points, *all Legitimacy markers are halved*, then the tokens will give +1 Legitimacy each (and won't be discarded).
[blue]Legitimacy markers are halved by rounding up. If the Legitimacy had the value 5, it becomes 3.[/blue]7archivecontrol_editmode_centercomment6ac6fb1faca3400
SylafrsI will not go further into the details for those two "classes", but remember you can see the player aids with the book button ! (Even now !)1archivecontrol_editmode_centercomment6ac6fb5cf0fc200working-class-right-icon 3
