Actually when you got a fifth project, you got two buttons at the top, one to validate, and one to pick no project.
It's really not clear what is going on, especially when you begin the game.
When you click on 'pass' at the top, that should in my opinion validate the choice. -

We need an interface that's consistent whether you get one or two votes, so that's why the current one is what's there. In addition, the multiple clicks and confirmations were specifically and adamantly requested by the game's designer.
