Once a player runs out of time, and another player votes to have that player's turns skipped, all of their turns should be skipped. When the skipped turn rolled a 1 (granting an extra turn), the extra turn was not skipped, and the player clock was increased from red negative time back to black positive time.

Opponent ran out of time
I pressed the button to skip their turns.
I played my turn.
Opponent rolled, and skipped their turn. However, their roll was a 1, which granted an extra turn. Thinking time was added to their clock, and their turns are no longer skipped.
