#159912: "Worker not getting returned when across from a player"

Worker not returned when it was supposed to- this happened to my opponent who was unable to take any action on his turn because he had no workers, and at least one clearly should have been returned to him at the beginning of that turn. We played through until the following turn, and the worker still hadn't been returned to him.

Not sure, we abandoned the game and did not replay the game.
